Yesterday (Not going to eat my hat yet) I parrotted CMS's claim that enrollment in the Medicare drug benefit was going well. 21 million people have signed up already. What I didn't realize was that 95 percent of them were signed up automatically because they are already Medicare HMO members, or are on Medicaid, or their employers signed them up to collect new federal subsidies.The real test remains. Will people who aren't compelled to sign up actually do so?
