Unions are making a lot of noise by authorizing strikes. But when Brigham and Women’s Hospital answered a one-day walkout by bringing in temporary nurses and imposing a five-day lockout, that changed the calculus. A strike authorization at Boston Medical Center doesn't mean a strike is happening --it's mainly an attempt to give negotiators more leverage without risking lost wages for their members.
