In case the Medicare Modernization Act itself wasn't confusing enough...

Today's New York Times reports:

The Bush administration is revising...the 2006 Medicare handbook...after discovering that many statements in the document were inaccurate, misleading or unclear, even to people who have worked on the program for decades.

I think the McClellans will have trouble blaming Newsweek for this one.
