Abbott/Brazil deal comes undone

On Monday, I wrote that Abbott and Brazil had agreed to a deal to reduce prices on Kaletra in exchange for Brazil not breaking the patent. Now it looks like there's no deal after all. The Kaiser Family Foundation reports that new Brazilian Health Minister says,

When I took office, I saw that no deal had been sanctioned...There was no document signed by the government. I thought that the question was closed, and I saw it was still open.

It sounds like an internal squabble between the outgoing and incoming health ministers, but it must be frustrating for Abbott.
